The final rule clarifies the need for a strategic approach to data collection, and how an annual review, combined with self-assessment results, can help identify shifts in the community that impact program design and service delivery.

The Information Memorandum titled Enrollment Reductions and Conversion of Head Start Slots to Early Head Start Slots (ACF-IM-HS-22-09) provides guidance for grantees considering a change in scope request. In this session, we will review those requirements and discuss strategies to support the development of a compliant, compelling, and data driven request aligned to shifting community and program needs.
