Last week was the National Head Start Association (NHSA) Fall Leadership Institute, and a wealth of information was shared about the Early Head Start/Head Start field, insights into the new Head Start Program Performance Standards (HSPPS), monitoring updates, and many, many, more interesting topics. Amy Augenblick, Executive Director of Foundations for Families, attended the Institute and learned valuable information important to share with Early Head Start – Child Care Partnership (EHS-CCP) grantees related to monitoring.

In June 2017 the Office of Head Start released an announcement alerting grantees that in light of changes to the HSPPS there will be a modified schedule of monitoring for fiscal year 2017. There was an important note in that announcement, stating:

Additionally, we will schedule reviews for new Early Head Start-Child Care (EHS-CC) Partnership grantees that did not have an existing Early Head Start program prior to the EHS-CC Partnership grant. Each new EHS-CC Partnership grantee will receive a schedule of the modified reviews.

We learned at the Fall Leadership Institute that there are 87 EHS-CCP grantees that fall into this group – 41 programs are completely new to HS/EHS and 46 programs have implemented Head Start but not EHS. A monitoring tool is currently being pilot tested, and our understanding from presentations at the Institute is that the tool will focus on agreements with child care partners (e.g., how were they developed, are they working, are improvements needed). The tested, modified protocol, will be published in November at the Virtual Expo.
