Staff from OPRE will be joining us for an overview of the study and the role Head Start programs can play in addressing these important questions about the impact of DRS. Findings from the study will likely contribute to important conversations about DRS and ways to promote quality in Head Start for years to come. Extensive participation in feedback and comments on the study of DRS’s effectiveness is an opportunity our community cannot afford to miss.

Background?

Remember that the Office for Planning, Research and Evaluation (OPRE) asked the Urban Institute and the Frank Porter Graham Child Development Institute to carry out a study of the Designation Renewal System (DRS) with two goals:

1)      To examine the validity of the DRS and its sensitivity in differentiating lower performing programs from higher performing programs; and

2)      To examine the role of DRS in improving quality in Head Start and Early Head Start, such as through competition for renewed funding and incentivizing quality improvement for all grantees, regardless of their participation in competitions for funding.
